Matt Fisher

Matt is a partner, the chair of the firm's Health Law Group and a member of the firm's Business Group. Matt focuses his practice on healthcare regulatory and corporate matters.

Matt's health law practice is wide-ranging and includes advising clients with regulatory, privacy, security, fraud, abuse, and compliance issues. Matt advises clients to ensure that contracts, affiliation and coordination agreements, and other business arrangements meet both federal and state statutory and regulatory requirements. Matt’s regulatory advice focuses on complying with the requirements of HIPAA, the Stark Law, Anti-Kickback Statute, fraud and abuse regulations, licensing requirements, the Medicare and Medicaid programs, and the Sunshine Act. Matt also advises clients on compliance policies to develop appropriate monitoring and oversight of operations. Matt works with all types of providers within the healthcare system, including hospitals, physician groups, skilled nursing facilities, home health agencies and any other type of provider. Matt also advises health information technology companies from start-ups to mature companies.

Matt is a Council Member-at-Large of the American Bar Association’s Health Law Section, co-chair of the Distance Learning Committee, chair of the Marketing Committee, and a vice-chair of the EMI Planning Committee. Matt received an ABA presidential appointment to a 3-year term as a vice-chair of the Standing Committee on Technology and Information Systems. Matt is also actively involved with task forces at the Health Information Management Systems Society and chairs the Advocacy Committee of the New England Chapter of HIMSS.

In addition to this healthcare practice, Matt represents clients in all stages of business transactions, from formation, contract review and preparation, mergers and acquisitions. Matt assists clients of all sizes from small closely held companies to large multinational companies.

Matt has been named a Massachusetts “Super Lawyer” by Boston magazine and Law & Politics every year since 2013. In 2011 and 2012, Matt was named a Massachusetts "Rising Star" by Boston magazine and Law & Politics.



Tom Leary

Vice President, Government Relations

Healthcare Information and Management Systems Society (HIMSS)

Tom Leary is Vice President, Government Relations for the Healthcare Information and Management Systems Society (HIMSS), where he leads the organization’s public policy initiatives, policy analysis, and outreach to support the vision to realize the full health potential of every human everywhere.

Leary also serves as the Executive Director of the HIMSS Foundation, the philanthropic arm of HIMSS which enriches the public discourse on public policy and internships; advances clinician informatics and data science education; sponsors undergraduate and graduate scholarships to advance health information and management-related fields; and advances access and inclusion in the healthcare community.

He earned a bachelor’s degree in History/Political Science from Rutgers University, a master’s degree in Legislative Affairs from The George Washington University, and is a Certified Association Executive (CAE) through the American Society of Association Executives.

Tom is a proud member of the Leary Bunch from Wanaque, NJ. He lives in Falls Church, VA with his awesome educator wife, Day, and teenage sons, Jackson Thomas and Marcus Paul, who are his current and future heroes!

Mary P. Griskewicz, MS, FHIMSS

Director Government Affairs, Federal Policy, Cigna

Mary is an award winning executive with proven experience in health care policy, focused on Federal and Congressional issues specializing in virtual and Digital Health Technology. She is an author, national speaker, and instructor in health policy and medical informatics. 

Mary leads change in policy, regulation, market trends & innovations in health IT. She currently serves as the Director of Federal Policy for Cigna, focused on Health Information Technology policy and Privacy and Security issues.

Mary’s management experience spans over 25 years’ in health care, and health IT. She has lead Thought Leadership teams for HIMSS National, Yale New Haven Health System, GE Health Care, IDX Systems, Tek Systems, Aetna and Anthem, Blue Cross and Blue Shield. She has served as former chair and is a current member of HIMSS Public Policy Committee. She is a current member of New England, HIMSS Board of Directors and Public Policy Committee. Mary serves as a member to AHIMA’s, CEO Advisory Council. She is also a member of AHIP, PCHA and the Confidentiality Coalition. Mary has also provided testimony on the value of Health IT to Congress.

Mary has authored many blogs, articles and has served as an Associate Editor of Participatory Healthcare: A Person-Centered Approach to Healthcare Transformation, published by CRC Press, August, 2016. Ghost editor of Engage! Transforming Healthcare through Digital Patient Engagement, published by HIMSS in March, 2013. Winner of "book of the year" in 2014.

Jeff Coughlin

Senior Director, Federal & State Affairs

Healthcare Information and Management Systems Society (HIMSS)

Jeff is the Senior Director of Federal & State Affairs at HIMSS.  In this position, he leads HIMSS’ efforts to build stronger relationships with federal agencies and facilitates the building of a nationwide network of advocates for state-based initiatives that impact all aspects of health IT. 


Before joining HIMSS, Jeff was the team leader for corporate accounts at the Marwood Group, where he worked with non-profit health systems, health IT vendors, professional societies, and trade associations, analyzing where they could most effectively influence legislative and regulatory processes and focus their advocacy efforts.


His career also included several years in the health care non-profit advocacy world, where he led efforts in policy development, directed outreach to Congress and Executive Branch agencies, built advocacy coalitions with like-minded organizations, and created robust grassroots networks. He also worked for the Department of Health and Human Services, where he was part of the team responsible for the development, implementation, and management of the Government Performance and Results Act within the Department. 


His educational background includes a Master’s Degree in Public Policy from the College of William & Mary and a BA in Political Science from Providence College.
